The big number counts every bill where you both took a position. The smaller one counts only the votes where the two parties went opposite ways — which is the number that says something, because agreeing on a bill nobody opposed isn't agreement.

I'd support this and still say the effective date is optimistic. Everything downstream of it assumes agencies move faster than they do. I'd rather see it fixed in committee than argued about on the floor.
