The big number counts every bill where you both took a position. The smaller one counts only the votes where the two parties went opposite ways — which is the number that says something, because agreeing on a bill nobody opposed isn't agreement.

  Against, and not because the goal is wrong. It stacks a new process on top of two that already don't talk to each other. The committee report would settle it either way.

  The drafting is loose in places where loose drafting is expensive. Conference could fix it; conference could also make it worse. Whether that matters depends entirely on the implementation date.
