The big number counts every bill where you both took a position. The smaller one counts only the votes where the two parties went opposite ways — which is the number that says something, because agreeing on a bill nobody opposed isn't agreement.

Genuine question rather than a gotcha: what does success look like in five years? If we can't say, what are we actually voting on? I'd want the cost estimate before I'd defend either position.
