Agreement with their delegation
on bills that reached the floor

The big number counts every bill where you both took a position. The smaller one counts only the votes where the two parties went opposite ways — which is the number that says something, because agreeing on a bill nobody opposed isn't agreement.

Has a version of this been introduced before? It feels familiar, and if it died last Congress I'd want to know what killed it. I'd want the cost estimate before I'd defend either position.

The drafting is loose in places where loose drafting is expensive. Conference could fix it; conference could also make it worse. Worth knowing who asked for this and when.

Against, and not because the goal is wrong. It stacks a new process on top of two that already don't talk to each other. Worth knowing who asked for this and when.

Voting no on process rather than substance. This hasn't had a hearing I can find, which is a lot of reach for a bill nobody has questioned in public. Whether that matters depends entirely on the implementation date.

The drafting is loose in places where loose drafting is expensive. Conference could fix it; conference could also make it worse. The floor version may not be this version, which is the usual problem.

Same conclusion, different route. I'm less worried about the reach and more about who ends up administering it.

No from me. Pushing the cost to states without saying so is still an unfunded mandate. It'll come down to what the agency does with it.
