The big number counts every bill where you both took a position. The smaller one counts only the votes where the two parties went opposite ways — which is the number that says something, because agreeing on a bill nobody opposed isn't agreement.

  My hesitation is the absence of a sunset. Authorities that never expire never get re-examined either. The committee report would settle it either way.
